Are 911 calls available to the public?

I was involved in a wreck ,guy or girl who pulled into my lane caused me to swerve and loss control of my vehicle ,it stayed on the shoulder of the frwy but then sped away.I was interested to see if other calls were made to 911 giving more description to this vehicle and details of maybe even a plate.Are these calls available to the public?In my call to the 911 operator I made it clear to who was involved and that the initiator was still sitting on the side of the frwy , once the police arrived the car sped away ,rebuilding the scene for the accident for the officers they really werent interested in this other car,so now its on me to get info.Is this standard practice for a police officer to ignore some facts ,I kept including the car in my desciption ,he seemed to get more and more agitiated.
Im at fault because I went into a lane unsafely and was citied for it was the end of the ,this is what the law is here in Texas.My probelem is if they omit this 3rd car in their report and someone comes forward with information for what ever reason the police wont have any report of a 3rd car.One person that works at the Insurance co. replied that the police dept doesnt want the headache,meaning less paper work.

States have jurisdiction, likely down to the county level, you'll have to check locally.

may well be public record. all depends on open records laws in your state. If nothing else, ask a local newspaper reporter about the process to get a copy of the tape. Just do it quick in case they purge that stuff.

Ask yourself if it will really matter. If you don't get the answer I hope you get then ask a cop the same question. Be very brief and to the point, your post is a little scattered. I get the feeling you are still shaken.

Keep in mind that it is all about the insurance companies. You are just a number.
