Sounds as if you're quite an authority on this illegal drug.

Yep, it wasn't illegal in those days. It was an important raw material due to the need for rope in those days. Of course since that time, superior materials for making both rope and paper have been produced.

Allowing ppl to grow hemp around here would do more for the rural communities than anything that the Fed government could ever do to get the economies going again.

Hemp is not a drug anymore than Broccoli or Cauliflower, and all of them are in the same family
It was once a required crop. Grown by Presidents and used as currency. and, here's a couple tidbits about your hero.... One example of the importance of hemp: Five years after cannabis hemp was outlawed in 1937, it was promptly re-introduced for the World War II effort in 1942. So, when the young pilot George Bush bailed out of his burning airplane after a battle over the Pacific, little did he know: Parts of his aircraft engine were lubricated with cannabis hemp seed oil; 100% of his life-saving parachute webbing was made from U.S. grown cannabis hemp; Virtually all the rigging and ropes of the ship that pulled him in were made of cannabis hemp; The fire hoses on the ship (as were those in the schools he had attended) were woven from cannabis hemp; and, Finally, as young George Bush stood safely on the deck, his shoes’ durable stitching was of cannabis hemp, as it is in all good leather and military shoes to this day. When Hemp Saved George Bush's Life

I defy you to try and support the position that there is ANY better material for rope and paper than hemp.

But prohibition has done nothing to stem its use. It has succeeded, however in placing a useful crop out of reach for American farmers, ceding the market to farmers in other nations that aren't boneheaded and ignernt. *EDIT* Some speculate that DuPont was down on hemp paper as it had cornered the market on sulfuric acid used in making paper from tree pulp. William Randolph Hurst, who railed against the evils of marijuana, allegedly had bought many acres of forest suited for pulp-paper production and didn't want the value of those diminished by a reintroduction of hemp. If I can direct your attention to the quoted bits in the OP, former C.I.A. director, R. James Woolsey is similarly an authority on this illegal drug. Knowledge is power. You ought to try it.

Hemp production would open not only bring a stronger industry to the US, which is sorely needed, but it would also give this country a much needed export product. US soil for years has been considered the bread basket of the world, due to the fertile soils we have. KY has some of the best soil for growing hemp...as does southern Ohio, TN, WV, and VA. When it grows freely in the wild, meaning not cultivated, that should be testament enough to the soil conditions.
I wonder if it can become a rotational crop, much like soy beans is for corn farmers. We know there is a demand for the product, a desire to grow it, and a market already in place for the product. Paper and rope aren't the only uses for hemp...Hemp seed oil, from what I read in the 1990's, is a clean burning fuel source.

Took me a while to figure out what institute or agency "NPI" stood for. Duh!
