I imagine whomever takes it in now might end up with some sort of attachments or liens to taking legal title to it.

I'm pretty sure marine salvage laws would award the vessel to whomever tows it home.

If it is truely unencumbered and free for the taking wouldn't the towing company made the effort to recover it?
