Read the codes. With the new fangled computers and whatnot without knowing the code thrown it s a crapshoot

Does it turn over?
Can you hear the fuel pump turn on when you turn the key forward but dont attempt to start it?
Do you have spark?
Go buy or rent an obd2 reader. If buying one, make sure it can read live sensor data.

You can go to AutoZone and they will loan you a code reader. Basically they sell it to you and you get your money back when you return it to them.

If you can get us a code, it would help us to help you.

As Nate asked, will it turn over?

MY BRAIN HURTS!!! I have been on Explorer/Mountaineer forums all day. There is a million things that could be the problem. My Mobile Mechanic Said the Fuel Rail wasn't getting any fuel and that the fuel tank which is inside the gas tank is probably bad.

Yes, a bad fuel pump is very likely. Before changing it do two things, check the owners manual regarding the relay that kills the fuel pump in the event of rollover and read how to reset it. If that doesn't get you anywhere, make sure the pump is getting voltage before changing it.

I don't know if there is access to the pump without dropping the tank. There might be an access hatch under the rear mat or the rear seat or something. You need a manual to see. If you don't have to drop the tank it won't be a very big job to change it.

I reset the roll over switch and nothing changed.

Too bad. That would have been a easy and welcome fix.

Do you have a Haynes manual or something for it? I expect that the manual well tell you how to check it for voltage and how to get to it. Wish i were there to help. I have a manual for an expedition, but that is a totally different vehicle.

Fuel tanks are dangerous ,you might try a DIY BUT first empty the tank and not in your garage, I would highly recommend you take this somewhere.Most shops have an outside lift for just these types of jobs. When it comes to some vehicles they make it accessable from inside the car from a service plate ,others you have to drop the tank $$$$$.If your using all the fuel while driving your car this practice will quicken the age of these pumps ,its good to keep a 1/4 tank always to cool the pump while operating.Most mechanics will sit by the tank and listen for the pump noise while another one starts the car ,it is a detactable noise.

The fuel pump is audible and should run with the key in the on position.
I have been able to get a vehicle with bad fuel pump started by smiting the bottom of the tank with a rubber mallet while someone else cranked the engine. Note that this should be used only to start it and drive it immediately a short distance to the mechanic. Or if you are going to DIY it can be a way to confirm that the fuel pump is indeed bad. Of course if the kinetic therapy doesn't work it doesn't confirm that the fuel pump is not bad so other diagnostics are a good idea.

If it is the fuel pump sometimes you can bang on the fuel tank and it will start working. At least that will give you aa chance to take it some where to get it fixed. Make sure when it is being replaced that you that a long hard look at the wiring harness. Sometimes they get pinched and that is the real problem.
On my gas vehicles we never let them get below a 1/4 of a tank of fuel. Fuel in the tank is what cools the fuel pump and they are not cheap and a real pain to DIY
