Just looking at the pictures, it seemed like a really bad idea to be knocking the building down with a track hoe with an occupied one story building next door.

I guess the contractor taking the building down was the low bid?
Looks like someone was in over their head whether it be the contractor or individual operating the equipment. It would be real easy for something like this to happen with a trackhoe and an operator that did not have a clue.
