You could get a pretty good estimate w/o a dyno if you know vehicle weight and some acceleration times.

I agree that too lean will cause problems. In the case of this vehicle, 4+ years with this intermittent problem and no sign of engine issues other than an extra 2-3 MPG on occasion.

If a chip was made for this purpose, hopefully the chip maker used sufficient testing tools.

IF I made a "one size fits all" chip, I would dial it down so you won't burn out your engine. Without knowning all your parameters, I'd make something so safe that anything can work without problems. So this is like me making a suit for a 40 yo black male. Sure, I can get statistics and say that the average 40 yo black male is X inches tall and Y lbs and his neck is so much and waist is so much. To make it all fit, I would make it so large that it encompasses pretty much anything so guess how it would fit said man.
