Most grocery stores have a video surveillance system. the video monitors are usually located in a room in the back of the store. The cops could have easily sat back and watched the video monitor looking for anyone making under age purchases of alcohol. In addition, the cash register receipt would show what items were purchased. The "crime" would have been committed at the cash register which would have resulted in an arrest on the spot before she left the store. Easy, and sure a lot safer than trying to take a suspect in their vehicle.

This is how surveillance is done in Las Vegas Casinos EVERY DAY.

Clearly they did not observe a video surveillance system.

The question that begs is what evidence did they have that she purchased beer?

When and where did they see said "fancy container"?

If they were in the store to see said "fancy container", they could have stopped her right at the exit to the store.

The fact that they jumped on her car well after the procurement event leaves the same question.

Where is their evidence that she purchased beer.............prior tho their interrogation at the vehicle?

my hypothesis is based soley on the picture of the container the water was in. Obviously somebody made a poor judgement about what the girl was thought to have purchased. Other than that, IDHAC

Take a moment and look over the Harris Teeter website. They are an upscale grocer and most likely have a video surveillance system in place. Perhaps their video footage along with the cash register receipt might show the girl buying the water.

They figured out the "crime" before they had any evidence to support it. Cops do it all the time.
I think part of it might be that cops often go for long periods of calm doldrums and they want some action. 'There has to be some wrongdoers out there, let's go get 'em.' So they get on hair trigger to spot some miscreants.

Someone once told me that every morning the cops have a big rally meeting to get their adrenalin pumping. The chief tells them to "go out their and write some tickets and make arrests, boys!!" I've also noticed more traffic tickets given out around the end of the month. Guess the City coffers are a little short around that time.......

Not to veer too far from the path, but I think that's part of what got Zimmerman into grief: a belief that wrongdoers were all over the place, escaping notice, and that he was gonna find some of them.

One thing that always kills me about the comics' superhero model. It is damned unlikely to stumble upon the scene of a crime but those guys seem to have magic telepathy for it (spidey sense).

You are guilty of something, we just have to find out what it is.

Quote from the movie "Dare Devil"

Franklin Nelson: Oh-oh-oh! Look at that! Wilson Fisk is in the hizzie! Come on, we might never get a chance like this again. Come on, let's go! (to Fisk) Mister Fisk? Mister Fisk, it's Franklin Nelson from Nelson and Murdock...
Wesley: Excuse me. You want to talk to Mister Fisk, you make an appointment. Okay?
Wilson Fisk: It's all right, Wesley. (to Nelson) I know who you are. You're the blind lawyers from Hell's Kitchen.
Franklin: Actually, actually he's the blind one. I'm deaf.
Fisk: (chuckles) Give them a card, Wesley. I'm always on the lookout for new blood.
Matt Murdock: I'm sorry, Mister Fisk, my partner's a little overzealous. We can't represent you.
Fisk: Why's that?
Franklin: Yes, why is that, Mister Murdock?
Matt: Because we only handle clients who are innocent.
Fisk: (chuckles) "Innocent", he says. That's pretty funny. You know, I've learned one thing in all my years in this business.
Matt: What's that?
Fisk: Nobody's innocent. Nobody. Have a great time at the party. (Fisk and Wesley exit)
Franklin: I just... Matt, for one night I just wish, I just... (he spots Elektra, in an evening gown, on the balcony) Matt, I just wish I could give you my eyes for one night.

Real simple and I believe any ATTORNEY worth the sheepskin hanging on their wall should be able to figure this out.

Undercover officers with their fingers up their...er...well, figure it out.

They don't recognize a water carton from a 12-pack of beer. HUH?

6+1 bodies all over the car and not one is in regular clothes?

Where's the back-up car? To block the exit of the "suspect" vehicle?

I know kids that program their G-parents' VCR that could have planned this "sting" (or should the word be "STINK") better than it was.

Not one UCA (Undercover Agent) could have "shadowed" the gal to the counter and called off the dawgs before she got to her car?

Where were all these UCAs stationed? In their cars sucking down caffeine and munching on dough?

This is what you get when "Big Booberment" gets in on the LEOs territory and works outside of what they should know. Maybe, the 7 "State Boys" are in on the LEOs' territory 'cause of the problem w/the LEOs not doing their jobs the way they're suppose to?

If that had been my "X" - and someone jumped on my vehicle, I'd have expected her to get the hell out of there. Who knows what the people were? They could have been "bangers" out "wilding" the neighborhood.

No cops in blue? Well, F*** YOU! I'm outa' here.

Then, I'm on the phone, dialing 9-1-1 and not stopping 'til I'm at the cop-shop.

Or, the dispatcher at the 9-1-1 center says everything's OK.

"Booberment. There to be a PITA and to serve no one but themselves."

This isn't big booberment as much as "bored rednecks (out of) uniform trying to prove something or other." Charlottesville is about a quarter trailer park, even if the people don't literally live in trailers.

Here's another simple "DUHHHHHH????"

Did the clerk ask for an ID?

If she did, what was the purpose? You "ID" for water? Since when?

I "ID" before letting someone into an area where beer/alcohol is being served. Not where food, water and soda is being handled.

It seems like the whole operation was putz'd from the words "Hey! I got an idea!"

How freakin' out of it do you have to be that you have ARMED people chasing down SUSPECTED beer purchases?

Dog!! You folks in Charlottesville have any organized crime? WhatsAMatterYou? Get with the program and send the "7 Clowns" down to the docks or sumpthin'!!! GEESH!!!

They might poke a hole in a boat or something...

How freakin' out of it do you have to be to have a drinking age of 21, instead of letting 18 year olds drink and enforcing drunk driving laws in draconian fashion? Get caught driving even slightly drunk (> 0.02) under 21, no license for five years plus 30 days in the county clink.
