After I wrote the comments above, it occurred to me that if there is no residency requirement for this agreement, and if Oregon pursues on-line education in a way that is similar to schools such as University of Phony, er, I mean Phoenix, then they (Oregon) will have opened the flood gates of opportunity in a way never done before in the university system, and will fundamentally change not only how kolleges compete for revenue but for students as well.
To the issue of motivation for earning a kollege degree, I agree that the desire has to come from the individual. In turn, that desire is often a result of the person’s upbringing. Most schools for young people (pre kollege) do not exist primarily to educate, but to provide day care and socialization skills. In a big part, this failing is why so many teachers are paid so poorly, and also why traditionally, the overwhelming majority of primary education teaching gigs go to chronic underachievers
