Seems pretty straight forward to me. The guy has done his part and now expects partisans to do theirs.

Unfortunately, the GOP is trigger happy when it comes to war spending but always finds a way to whine about the expense related to returning veterans care.

Same can be said about abortion - where do you think most of those unwanted babies being born end up? They're usually born to single mothers of lower socio-economic standing, and hence end up on public assistance, which of course the GOP then complains about.
