When your feet are cold, "in" is irrelevant.
For me, they're for the first 90 minutes I'm awake. Keep my feet nice and warm while all those early morning activities are happening.

I work on a lot of college campus' and I see the younger girls wearing them but not the older ones. Also see a lot of "tweens" wearing them.

As Kartek alluded to already, amongst women students in college, they are still popular. At least in CA this is the case.

I have a pair.
I wear them when I go boarding or to the snow - they are warm. But you will lost man points amongst the guys. Girls think its cool though, so it's all good.
