Red traffic light with white ring

The red light is normal but it has a flashing white ring around the light in the bezel.

I have seen one in town. The road runs parallel to the railroad. Not sure if that has anything to do with it. I did a brief search and came up empty. Anyone ever see one of these and know what it means?

"Flashing Lights" associated with The "Red".

Since the advent of L.E.D. Traffic control lights,I've seen Red lights that have
a Super Bright Micro Milli-Second White flash every second or so when the Light
is in the Red phase @ Suicide Intersections.
(The Muffin Heads Ignore the regular constant red and T-Bone each other)

Do the muffin heads have muffin tops? Is that a good way to identify them? Or do you just have to wait until an accident occurs?

I have seen them before....in unusual situations where its hard to see the signal or other reasons for needed visibility.

They had one here at a highway intersection. It was before LED's so this one was a standard light with a strobe in it.

They do it so you notice the red light. They have strobe and LED red lights all around here on highways that have 55mph speed limits but lights every so often.

Yep, I've seen a few in Sharon, PA like that. They get annoying after a while I think.
