Wait for it to thaw and buy some lagging for next time?

Go to the shop and buy some bottled water?

Turn the main supply off, then thaw the pipes before they freeze hard enough to break. If you can locate the frozen section (where the pipes are coldest) a light bulb in the vicinity is often enough to thaw them. But a hair dryer will work more quickly. If you have an electric welder, putting one clamp on one end of the pipe and the other on the other end and running the welder at low amperage can thaw the pipes. Once they thaw, keep the water running with a small stream so it can't freeze again.

PVC. Ground. I believe they diddnt bury it far enough down and the whole sucker froze from house to road.

I would guess it's somewhere near where it enters the house. Even with your cold stretch I wouldn't think it's been cold enough to freeze the ground deep enough to affect buried lines, unless it's only inches down. It takes a long time for the soil temp to drop and subsequently freeze below the surface.

Does the supply come into the house above the ground?

I agree that it's not cold enough to freeze buried pipe. It's likely frozen where it is exposed to the air somewhere. Is there no water at all anywhere? If so it's probably the main supply line frozen. Start in the vicinity of the shut off valve and work in both directions from there looking for a likely cold spot.

Stupid question -- but are you sure the pipes did freeze vs something else happening? Perhaps the water company was doing some work and didn't turn something back on.

Did your OP mean +21 or -21? At +21 depending on where you are located you need to do some insulating or other measures or you will see this again. By the way I have a similar situation but at -18 one copper pipe from upstairs sink to shower between rafters that froze and split so will be doing some pipe replacing tomorrow.

That's what I thought, I had them out, they showed it working on their side, I called a plumber who did the waterline and they are coming out, the big shutoff valve I had installed wouldn't turn. Frozen solid.

Sharkbites and PEX and you'll be done in 10 minutes. Did one the other day.

I never heard of sharkbites! I planned on just sweating new copper lines. Thanks I will look them up as using a torch between the rafters is tricky.

I'd probably still solder the pipes -- I have a perhaps unnatural aversion to plastic flex in a house.

You can get a welder's blanket to protect the wood rafters and/or wet down the area before using the torch.
