Why does he need a CCW permit?

Because he intends to carry concealed. Concealed might not be just on the person. I can carry concealed with my gun under my seat or in my glove box all locked and loaded. I believe some places do NOT allow you to carry a concealed weapon in your vehicle unless it is properly encased and unloaded.

I keep my answers to "Yes, Sir", "No, Sir", "I don't know, Sir". I speak in a monotone so you cannot say I was getting excited, nervous, belligerent, etc, etc. I don't want to be remembered if possible. They do say "Don't be first, don't be last and don't volunteer". Information is the same thing. In this case, the woman made life difficult by volunteering information that was contradictory to the husband which triggered the issue. Had she kept her mouth shut and said "Sir, I do not know.", there would be no cause for the cop wondering if somebody was lying or be able to find any excuse.

The statement by the Wife indeed makes it sound like He actually had the Gun but She did not know where it was in the Car.

The "I'm scared of it." part makes it sound as if the Gun is present especially if said with some emotion behind it.
