Why?
They came to the party late. They set a goal - to get to the moon - in what was, compared to the US timeline to achieve the same goal - insanely short. They got to the moon. They collected some data. Faster and cheaper than their predecessors. If you think that PR silliness is going to keep them from leap-frogging US achievements, you are seriously naive.
