found something worse than the DMV, the Department of Inspections and Standards
I blew it, I tried to be official and call in an inspector to authorize paving an additional parking space for a rental building as is spelled out in city code, and where tenants have been parking for 50 years anyway and its just rutted dirt at this point.
All ive done is put myself on the radar for enforcement, as he said it was illegal, impossible, and would take a zoning ordinance that I would never get and all the neighbors would object to (as if they cared, people have been parking there since before most of the neighbors were born anyway). I cannot afford to get on this guys bad side, as all inspections in a 20 block radius (where I manage two houses) go through him. I get on his bad side, im screwed for both houses if I want to do anything legally that will need an inspector. So now I have to enforce deliberate non parking in this parking space, AND im kicking myself because if you walk around the neighborhood, there are perhaps 100 examples of exactly what he said is illegal to provide additional rental parking, paving grassy sections. Obviously none of these people tried to do it legally first. Extremely annoying. The whole idiotic rule is based on property percentage of grass vs pavement. My current percentage is correct, if I add pavement to a dirt swatch, im now in the illegal column. I MAY be able to brick the parking space and get around this. I don't need city approval to lay brick patios on property, so we will see, perhaps there is a way to get what I want done without attracting enforcement

Hats off to you for trying to follow the rules. Unfortunately it sometimes seems that the people who spit in their face have an easier go of it. A sad state of affairs.

Dont bother with the paving. Just grade the dirt and leave it as is, if people have been parking there already.

Thats my plan for long term, i want to make the building a 3 family, so i might just wait and add parking when i look into that

Lol, this is providence remember, he may have been waiting for me to offer a bribe.
Not too long ago, thats how it was done locally. I will say that federal crack down on graft has really improved the city. So in this case big government is keeping small government in line, and its at the stage where the immediate past of bribery and mob involvement is a source for jokes now. Decent improvement, but 20 years ago i could have given the guy 100 bucks and gotten a permit. Few things work as quick as smoothly operating illegal graft.

Going out of one's way to follow the rules is stupid. I pity anyone who goes out of their way to suck off a gov't functionary -- "Sicilian friends" had the right frame of mind. Do what you have to, talk as little as possible.
