I have to agree huskyman. I see this a lot. Driving up to barricades over the speed limit and expecting that you slow down for them. I usually hold my line and use a special hand signal showing them where they can merge.
The other thing that is more common is the emergency pass whereby they pull back in and slow down to turn. I use a similar hand sign for these azz hatchets too. Quote:

Level of driver training is much higher in most of Europe than in the US. Also, nature generally finds the most efficient way of doing things. Observe the behavior of a fluid at a choke point -- it doesn't generally form a cavitation-bubble before the point! I will keep the lane at a reasonable speed (i.e. no more than 10 mph above the speed of traffic in the other lanes) and merge when it's best to do -- i.e. near the end.

No, its not good practice. It is rude, arrogant, "I am more important than you", behavior.
If he ( and others) used that 1/2 mile warning to smoothly and safely merge with the thru lanes, there would be less backup and stoppage.

Math and scientific studies say otherwise. And yes, I merge smoothly and safely, but in the last few hundred feet. Point being that EVERYONE (not just me) should be using the right lane. Speeds would be roughly equal in that scenario.

The worst place I have driven is in various countries in south america. The drivers of larger trucks and SUVs would typically drive with their left wheels over the centerline.
