This area has a State issued pass that permits anyone willing to pay to use selected HOV lanes to do so. I use it mostly when pulling my 7 kilopound capacity trailer with my SUV. It usually costs me about a dollar to use the lane and that lets me pass up to thousands of morons who are evidently too cheap to spend a dollar to save half an hour waiting in line. Makes me laff every time!

Frankly I think the left lane should be for passing- not hybrids. Not allowing the left lane for higher speed traffic causes accidents- and more smog is a result.
Your suggestion sounds rather complicated but it is not and could, with the use of the correct RIF cards, work. There would be some cheating, but there always is.

The good thing about the current system is it is simple. OK, that's great. But is it working as well as the one you suggest? There is always room for improvement.

The only real flaw I see with your plan is that our Lawmakers would need to understand it before it could get anywhere. I wonder how many of them could?

OF course it won't become the norm or even considered... and no they won't understand it. Par for the course.
