how is the pivot supported, is it standing on a couple legs off the base of the tank?
seems like a lot of force on the lever of the handle, is the action similar to pulling up the stopper?

It's on two center pivots. See those rectangular towers at the ends? Those are the pivot points. It's actually well balanced. The force on the handle is minimal. Equal if not less than a conventional stopper pull.
