Up shift indicator. When all lights are lit, upshift.

There has to be more info than that. Otherwise why not a single LED?

It allows altering shift points for changing conditions among other things. Example, in the recent Singapore F1 Grand Prix a driver was experiencing major electrical problems which caused his pit lane speed limiter to not work, so engineering told him to keep it below the red lights in first gear instead. Other times they may be told to shift in the yellow, etc.

Multiple lights let you know when you're getting close to the shift points within the set RPM range, not just when to shift (when they're all lit up). It's easy to see within the drivers peripheral vision.
