Xfinity internet speed

I have 50mpbs but it will go from 28 to 53. What causes the speed to change that much?

Congestion. Comcast vastly oversells its network capacity.

Not only that - 50Mb is really only your burst speed, meaning you only really see 50Mb for a few seconds when you start a download.
