No such thing around here. It would be impossible. All the side streets are on their own in Denver when it comes to snow.

If there is a law that new construction requires on / off street parking, there might be something that requires access to parking for existing houses. This might be under an occupancy permit type of law.

One must try every angle to solve this. If a "place to park your horse and buggy" law exists, you might be able to use that law. There are bound to be lots of laws on the books that have outlived their apparent usefulness but might be able to be repurposed.

Looking for other Zip parking spots and talking to the locals is a good way to present a unified front.

Printing flyers explaining the locals plight then placing them on the Zip car might work. Although, the users of the service might not have a car at all and are unaffected by the parking reduction.

Yes, this is what the city is counting on--it's an appeal to hipster types who don't want to own cars. The city has adopted what's called The Portland Plan when it comes to parking. I haven't actually seen or read the Portland Plan but from what I have been able to gather--it's not good news for car owners. One might argue that it's a deliberate attempt to replace the family residents of the city with hipsters.

Portlandia has bikes and public transportation downtown. For residents, there are permits for residents and commuters. https://www.portlandoregon.gov/transportation/39277

The urban car thing might be beyond just car rental.

Obama vs. Suburbs: In Ohio! | National Review Online

The very left-leaning “regional equity movement” (“regionalism” for short) is extraordinarily strong in Ohio. The goal of Ohio’s left-regionalists is to force “tax-base sharing” on the suburbs.. .. . . .

. By blocking suburban highway construction and commercial development, they want to prevent more city-dwellers from moving to suburbs, and also hope to press suburbanites back to the cities. . .. .. ..

Ohio’s regionalist agenda hasn’t disappeared, however. A major grant to Northeast Ohio under President Obama’s little-known but potentially revolutionary Sustainable Communities Initiative has given the state’s regionalists a second shot.

. . . . .. In fact, White House lobbying for the full left-regionalist agenda in Ohio has been channeled through the very same Alinskyite community organizers who trained and worked with Obama in Chicago.

One of the criteria when I was house hunting was that a garage was an absolute requirement. I wound up with a reasonably priced two car in a semi-ghetto neighborhood. It came with an attached 3 bedroom 2 bath house.

No need to plan for suburbanites to move to the city around here. It's been happening for 20 yrs or so. Biggest instigator of it was abolition of school busing and beginning of school choice.

What do you think?
Assuming no cameras on businesses nearby, brake fluid squirted on the paintwork of a Zipcar might cause hipstards to get the message if they have to pay Zipcar for damages to a car they just rented...
