I need software for simple video broadcast over LAN, using USB webcam

Hey guys,
while the title may sound like spam, you are my last hope - my google-fu is failing because I cannot find something that does what I need.

I am one of the technical people at a **belief-centered non-profit** (because "church" is a bad word around here :) and what I want to do is set up a cheap (or expensive) webcam at the back of the sanctuary (sorry...."Large meeting room" :) ) and broadcast video AND audio over the local network (only).

This way, people who arent in the large meeting room can surf to the page on their smartphone (or we can set up a spare computer with monitor and speakers) so people can see what is being said.

I know that video and audio quality with any USB webcam will be atrocious, but I'd like to experiment and maybe buy a better camera if the software/broadcast setup seems to work. I also know that some webcams dont have a microphone...I have a few that do if if the software demands it, I'll find an old-school wired microphone. I dont have a video capture card for analog video input, but if thats the only thing holding me up I'll invest in one.

I dont need or want to send the video out to the wider internet. Maybe that'd be nice in the future, but not with our current technology budget (which is nothing). The software does need to play nicely with whatever android/iOS browsers are out there and MUST include audio.

Ideally, I'd load the software and connect the hardware. the server-side would run on startup (so all someone has to do is turn the computer on) and I could post a small sign that says "to see a live video feed of the sanctuary, point your mobile browser to 192.168.X.Y:8080" and it would be that easy.

Any ideas for advanced webcam software with audio ?

I'd search for live streaming services. Youtube may even have something that could work for you.

For people with older iPhones and iPod Touch devices gathering dust, there are apps that turn them into streaming wifi cameras.
