I believe Switzerland does it the same way. Makes sense from an incentive POV. Giving a millionaire a $100 fine is hardly the same as giving the same penalty to someone who makes $20k.

How is am percentage of income punishing success? Seems pretty fair if everyone pays the same percentage. If anything our system punishes the poor while it gives a free ride to the rich.

As an incentive not to speed i can see this as amazingly effective. However, let the punishment fit the crime, which this does not.

How does it not fit the crime? Tickets have fines. A percentage based fine is far more equitable than the system here in the US.

Makes no sense to me. Say a eighteen year old holds up a bank, and a fifty year old holds up the same bank. Should the fifty year old get a shorter sentence, because he has less years to live?

So then someone without any income can do what ever they like. That would be some peoples ideal retirement. Do not to get up and go to work or obey laws because there are no fines for those without any income.

What would you suggest as a punishment for speeding? Shame stickers? Loss of some driving privileges?
