There is some evidence by police behavior and policy that the justice and incarceration systems may be totally overloaded. I have noticed a tendency of the police to go very easy on some criminal offences in the last couple of years.
Or at least that was my thought when I also found they were also relabeling some crimes now. For example there is no more car theft called as such here. It is now defined as unauthorized usage. They also seem to be more reluctant than ever to deal with many things instead saying we will look into it. What really burns me is their attempts periodically to tell people that an obvious criminal code issue should instead be pursued by civil means. You have to know the criminal code to get anywhere now sometimes. I know the poor, poor criminals. |

Ya know -- this is more honest than "throw a mentally ill man in jail over a minor unpaid traffic infraction and watch him die over a few weeks." Or "lets keep a suspect with no evidence against him in jail for years because he doesn't plead guilty to something."
At least Peru doesn't keep almost 1% of their population in jail. Personally, I'd be all for jail in this country being replaced by more immediate punishments (i.e. caning, fines tied to income) for less serious crimes. Not vigilante justice, but something less insane than locking 'em up. |

I have always believed criminals should be subject to paying restitution for their crimes costs to individuals. Never going to happen on a large scale though.
People that are proven to be criminally oriented with X numbers of convictions perhaps having a tattoo placed on their face somewhere. It is just too obvious that todays system does not protect the public from them that much and is growing less. |

If any of you guys have lived/worked in some really bad countries - you will find some of this is just.
I have personally seen a guy get robbed of his wallet, cell phone and laptop bag - including recieving a split lip just for good measure from the robbers of "being macho" I saw the faces of the two perps who did it - and they did get arrested - but I saw them the next week too. There comes a time when you do lose all hope and go completely vigilante because the people hired to keep this down are in bed with them.
