From what I can make out the many versions of the ELM327 with the torque app is hard to beat price wise for engine ecu diagnostics - apparently it doesn't do transmissions or other things though...
...price in the UK at the moment is just a bit more than 5GBP on amazon and even in Holland they're quite cheap at about 12 euros a pop. The app is free - or there's a few euro option for the pro version.
