Gee I noticed the author of that article is an R. Most of the "corruption" is just laws that the author disagrees with.

The Mayor would probably win re-election if he was behind bars. I think people in larger cities are just numb to all of that. Also that looks like page one of Chicagos fifty page book of SOPs for politicians.
