Question Buying overseas/shipping to US?

I had a friend ask me about buying cars in Europe and having them shipped back to US. He does a lot of traveling and noticed the prices over there were real cheap compared to here. Does anyone know how this is done? Who do you contact? Is there a web site to look up the process? What about meeting US EPA codes?
