Is France no longer willing to use force if Saddam unleashes chemical/biological weapons?

I remember when all this started and France started *****ing about it somebody important, I think it was Condalisa Rice, wasn't giving it much attention. She said something like they always complain but when things actually happen they'll come around. I guess we have experienced people running the show.
