shipping liquor from US to Argentina

My wife wants to send a bottle of liquor as a gift to a friend in Argentina. USPS, UPS, FedEx, DHL, Airborne Express won't accept the package as is. USPS won't handle liquor period, the rest will only do so if both parties have liquor licenses. Is there a practical way to send this gift?

In the early eigthies I accompanied about $1.5 M worth of seismic equipment and special vehicles via air transport into Mendoza Argentina. The customs impounded the stuff for over two months claiming our equipment hadn't proper documentation. My co-worker took a chance and, in a very civilized manner, offered the head guy about $1,000 in compensation for the guards that had to watch our equipment and for the clerks handling our paperwork.

They released everything a couple days later.

My company paid-back my friend his $1,000 and also a substantial bonus. No balls, no blue chips.
