'93 LEXUS windshield wipers/washer "blow-out"

I was running with I-75 traffic north of Atlanta at 2a.m. when suddenly my windshield was absolutely flooded with blue washer fluid pouring out at full speed. Then the wipers came on and I could see again but, I did not turn on the wipers or the washer fluid. Worse even than this I could not turn off the wipers even when the fluid was all pumped out. I had to stop and find the fuse to get the wipers to stop.
Does anyone have any idea what happened? I was driving with the cruise control lever and would occasionally grab the wiper/washer control lever instead of the cruise lever, but I do not think I could have been TOO rough on either lever. When driving for 12-14 hours I can get tired and for example, I have, almost in a panick, startle when a slower car cuts in front of me and roughly grab for the lever to deaccelerate quickly -- but, again I do not think I was TOO rough when handling the levers.
Does anyone know what happened to my "new" CAR? Did the washer fluid pump burn out when the fluid was all pumped out? Was it an electrical short? I am hoping this is not a $500 repair. Any ideas? Thanks for any help you can give me.
