Great post, Jim. Rumsfeld himself set the tone, when he talked of the irrelevance of Old Europe, or some such nonsense. The less we act like we are part of the world, the more we act like we are in charge of the world; and when we do that, just about everybody takes a disliking to us. In Ireland last fall, we could sense the hostility of the people--and keep in mind that Ireland has historically been very keen on the U.S., given all the Irish who emigrated here. Bush, too, with his simpleton "you're with us or against us" mantra was another very bad thing. There are lots of country that ARE with us, at least to some extent. For example, they may be with us as we pursue terrorists, but not with us when we wage pre-emptive war on Iraq.

Totally agree,
When Bush talks about 'allies', he basically means 'servants'. Perhaps that's an attitude left over from the Cold War era when US political leadership was beyond question. These days, however, with the common threat gone, and other regions of the world getting stronger and stronger, it simply doesn't work like that anymore.
Friendship means being prepared to listen to eachother and make joint decisions based on consensus. Clearly, this is not how GWB sees US foreign policy, hence his (& his servants') unilateral action in Iraq, and the resentment by the majority of the other nations in return.
