Not necessarily. An alien capable of interstellar travel might also have the craft as a sentient being. We already have artificial intelligence for computers.

Upon further thought, I think you are correct about the tool's.

If they are smart, they'd have observed from afar and not come in contact without checking out what is going on. So yes, I doubt they'd want to talk to a species like ours that would probably be considered uncivilised and barbaric from where they are are standing.
