Is it illegal to drive without a bumper?

I'm doing some rust work and I don't want to stick the bumper back on. Is it legal to drive temporarily without a bumper in PA?

I'd check the PA DMV website (except I'm on my phone) but I would guess it's tehnically illegal but not generally enforced. Lots of cars and trucks rollpans in place of their bumpers on the road.

Yeah the DMV site is useless. I'll just bolt it back on to be safe.

A bumper is required to pass inspection, so technically you need one. I think you can get away without one if the rest of the car doesn't look like a wreck about to happen.

The hell you say! You mean PA's DMV is as bad as the CT DMV???

I would guess that if it's cause for rejection during inspection, it's probably illegal.
State of PA Code


§ 175.80. Inspection procedure.

(8) Check the bumpers and reject if one or more of the following apply:
(i) The bumper, if required as original equipment, is not on the vehicle.
(ii) The bumpers are not firmly attached to the frame or chassis.

28071. Every passenger vehicle registered in this state shall be equipped with a front bumper and with a rear bumper. As used in this section, "bumper" means any device designed and intended by a manufacturer to prevent the front or rear of the body of the vehicle from coming into contact with any other motor vehicle. This section shall not apply to any passenger vehicle that is required to be equipped with an energy absorption system pursuant to either state or federal law, or to any passenger vehicle which was not equipped with a front or rear bumper, or both, at the time that it was first sold and registered under the laws of this or any other state or foreign jurisdiction.
