I use Ryan Gick of sinister performance. He does OBD1 chip burning, and he did the OBD2 ECU for my OBD2 3800SC swap.
I'd look into the "7730" ecu, its a decent enough ecu and people like Ryan have it pretty well hacked. Hes a good dude, it may be worth an email with better details about your application.
