Work = Force * Distance
Power = The rate of doing work
Torque = Force * a moment arm length
Horsepower=Torque(FT-LB)*Rotational Speed (RPM)/5252

While the units work out I don't think the expression "torque rate" really captures the concept of mechanical power. You could change the torque applied to an infinitely stiff resistance which didn't rotate. No work would be done and consequently no power would be generated.
