A guy on the Vintage forum suggested that the problem might be the neutral safety switch, and that I should try starting the car in Neutral. Amazingly, that worked.

Before installing the new battery, I tried starting the car in neutral and it started without any problems. PSFred, I owe you one. It's puzzling to me why the windows didn't work...
