ASR light on when cold on 1993 300e 3.2 liter

When first starting cold the ASR light comes on and the the engine rpm will fluctuate between 1000 and 2000 rpm for about 10 seconds then idle around 1200 rpm. Pressing on the gas pedal at this time...
