It depended on the destination market whether they were in mph or kph, so yes, Euro models did come with speedos in mph. The UK and HK markets had them up until mid 80s in mph.

Unlikely a fuse as it would seem from your post other dash lights are working.
I would suggest blown bulbs. Do a search for bulb replacement, it has been described many times.
