Is the dash light coming on during the glow cycle? If not, your best bet is to do the glow plug diags posted at dieselgiant.com. You might have one or more bad glow plugs.

There is really no need to replace the head bolts unless they are out of spec. I would DEFINITELY have the head thoroughly checked out by a machine shop. Maybe have the injectors and prechambers...
