That raised up area looks like it wasn't covered by the old gasket. Does it interfere with the new gasket?

Also, it looks like rusty scale. If so it should come off relatively easily.

Could also be the adjusting shaft that runs through the very rear of the governor housing. Might try pressurizing the governor through the vacuum port and spraying the housing down with soapy water...
