In low speed situations, when I'm backing out of a parking space the power steering will become very heavy and fail altogther if the A/C is engaged. What's going on here? Any ideas? Thanks in advance.

At first I thought the grinding noise was the rear bearing. Turns out that the parking brake shoes are dragging just slightly. The springs look OK and nothing seems out of order but they drag anyway....
