I'd first through some 2 stroke oil, 1/2 qt or so in the fuel tank and drive it around a good 5-20 miles. See how it sounds. If better (quieter) maybe just need to run some lubri-molly thru there.

Fuse Shorting Out

Check out the under seat wiring harness powering the seat for worn insulation. It can come loose from the anchor clip, get caught up in the seat adjust hardware, and short the circuit. Mine did that.
