91 300E Trans Gear question

I have a 1991 300E 3.0L. At 65 MPH the engine is turning approximately 3,000 RPMs. I am getting 25 MPH on highway mileage and 21 combined. Can I have a different top gear installed to drop the rpms...

Rear Head Rest wont go down

OK so now that I know it is both electric and vacume what do I look for to fix it? Like I said the door lock are working so I assume a leak is not the issue. JR

head rest

The fronts are definately electrical. Still not sure about the rear though! Just installed the new fuse box. Hope this helps and gets a few things working!
