I could never run my SD below 18 gallons or it would start to lose power. They have about a 21 gallon tank. If you have a lot of crap in the tank or the strainer is clogged you can't burn anywhere...

Did you save the old primer pump by any chance? If so was it working? Can you bolt it back on?

It really sounds like you have an air leak somewhere.

I am not that familer with the 617, but it sounds like the lift pump failed.
