Those nuts just clip on to the sheet metal....

Those nuts just clip on to the sheet metal. They're usually used when there's limited access for a regular nut with a wrench.
It looks like in your photo someone actually stuck a regular nut inside...

The slot next to the arm is to access the spring...

The slot next to the arm is to access the spring clip nut #11 on the parts diagram.
That photo should give you a good clue how to attach your skid plate.
