CAFE works by taking a mean of all the vehicles in a manufacturers fleet, and then charging them for every MPG they are under the CAFE standard. Having more higher MPG vehicles will offset lower MPG...

I remember last time this happened.... They said they were going to try to offset it by bringing more higher mpg diesels over here.
