Typically only the outer bushing goes bad.

I guess? I didn't remove the spring, just lowered...

I guess? I didn't remove the spring, just lowered the control arm enough to make way for the bushing press tool.

You didn't mention releasing the outer bolt from the control arm, to disconnect the control arm from the wheel carrier.
