Does the tool suck a vacuum if you put your finger over the end of the hose and pump it? Something doesn't sound right. If it gets no vacuum from the shut off valve it should suck up a whole bunch...

Twice you've referred to it as being on the side. Are you sure we are talking about the shut off valve? It's not the VCV which is also on the back of the IP and has a bunch of vacuum lines...

Dont confuse a permanent filter with a temporary filter in a piece of vacuum hose so you can see if the diaphragm is ruptured without sucking oil into your mouth.

How did you determine that the shut off valve is good? What are the vacuum levels in your vacuum system? Is there oil in the main vacuum lines? Problem is highly unlikely to be in the ignition...
