Picture shows a diaphragm pump. They are easy to rebuild. Common failure is a bad check valve which wouldn't require a new diaphragm.

Get a Mity Vac and get a reading on the level of vacuum and report back. Should be at least 18 inches of mercury depending on your altitude.
