I would presume that there is a bit of corrosion on the inside of the aluminum housing that can be cleaned up with some fine emery cloth. The valve must shuttle inside the housing...........if there...

...........and, therein lies the secret to your problem. The insert should fall right out of the housing without any force. If it's binding in the housing, it cannot cycle and operate the diaphragm...
